One more question - all URL's converted in the phpBB 3.0 except Global Announcements. When i click on the Global Announcement, the URL is SEO-friendly, but all Permalinks are not. This is unlike the usual behavior where the permalinks perfectly convert. Any suggestions?

This is one of thing which was driving me crazy during MSU for phpBB3 development process - phpBB3 generates a tons of little different URLs also in cases it is not necessary.
This one will be corrected in build you will receive with migration site enabled as you requested previously by email.
