This doesn't seem to be anything with MSU. You can prove it by disabling MSU (see docs for details how to do it).

It occurs when I rename specials.php to msuspecials.php which is required by MSU.

It is required by your host which has not correctly configured mod_negation that breaks some mod_rewrite rules.

Either way I'd like to get the specials page working, is there a work around for this?

Never mind, I will just remove header tags on the specials page. Last question, can I upgrade to get rid of the copywrite notice?
